Automated Stock Trading (API to brokerage)

More details later but basically, I need a Windows Vista or later compatible mini-application to do the followings: 1. can connect to brokerage firms, preferably Interactive Brokerage, or TradeKing (via API). The application must be protected and requires login upon launch. 3. The application must able to perform the following >Log into TradeKing securely (not automatically but requires account & password prompt) > Show account balance > show order status > show balance > show asset gain/loss in DAILY, WEEKLY, MONTHLY, and YEARLY. > do reporting on selected date range for activities, including stocks traded, gain/loss, etc. 4. Most importantly, all the functions, including ability to do the following: >Set to start trading 8:30AM and Set to end time 4:00pm >Ability to trade up to 10 stocks at a time > Must able to pull the quote/stream of stocks defined for trading. >Trade execution at buy, sell, and short sell, buy to cover, with Market, Stop loss/quote, Limit, orders. > The system needs to be able to up all the 10 stock tickers and then perform some logics as follow (more details later, but for example if stock is up 5% or profit = $150 then sell it or cover it, etc). 5. The amount of cash to use for trading needs to be configurable. For example, the account maybe $35,000 but to use only $30,000 maximum. 6. It must also perform this logic: if the asset balance amount is under $26,000 AND it has traded THREE same stocks same day 3x in five business days then the application must stop trading. Ownership and all rights must be transferred to me upon mutual agreement project is complete, including all sources and documentation.
