Cold Calling Businesses

I am looking for a US based Telemarketing person who can call a list of business in my local market. I will provide the list & phone numbers. I will also provide a sample script for what to say. I want to take advantage of an article posted in the newspaper that describes how the businesses in this area are behind in the times- and most do not have websites. I want to design small business websites for these people. Must be a serious bidder and in the US. Must speak perfect English and come across very professional. I really don't want someone who does not speak native english for this particular project since it requires voice contact. If this is successful, we will want to continue the relationship on an ongoing basis. I will pay $75 for 5 projects- meaning 5 small businesses want me to create their business websites for them because of your calls. I will also provide a commission of 10% of all projects you land for me if you prove yourself successful for getting the first 5 projects. To give you an idea, most of the small business sites range between $300 and $1000 so you would make between $30 and $100 for each project you get for me. You may contact businesses by email also if you like, but I feel phone calls will be most effective. You must have unlimited long distance to make this worthwhile, as I will not be able to reimburse for phone calls made.
