custom file manager

We are storing recorded Mikogo sessions on a network computer. What we need is a desktop application that will allow a user to search for a particular recording via a session id. Once found the app should either retrieve that recording and initiate the Mikogo player, or allow the user the option of copying it (for example, to a memory stick or CD). A few details: 1) The files are saved by Mikogo with the name as timestamp-sessionid. So the app will need to strip off the first part before the "-" to search for the sessionid. 2) We're intending on password protecting (WinRAR?) the folder. If you have a suggestion, we're open 3) I would prefer this to be done in Visual Basic since I know it, but if not let me know what you would use to do it. 4) We're calling the end product EDI (esign documentation interface), so if you can leave a spot for us to insert or have you insert a logo when created that would be great. 5) WE retain the finished code and all rights to it.
