Automated betfair trading program

Hello I am after a custom program that can monitor betfair events, the price and flow of bets, analysize and apply particular formula to live data and then trade automatically on preset parameters. Also it needs to do this completely automated. Other aspects are that it needs a trailing loss capacity and a timer that exists all open positions at a predetermined time per event, but that should be the easy part. Winning bidder should be familar with Betfair API systems and have some experience. But not nessessary, if you know what your doing it should be a fairly easy program. Project fully speced out and this will be given to the winning bidder. Need it on windows platform.
