CSS - make html responsive for Mobile devices

Hi, I have web page that is in 90% responsive for all mobile devices. On some devices pages that should be optimized to be shown correctly are displaying with scroll. I need someone to fix my pages so every view would be non-scrollable. There is around 10 pages. All are working more-less responsive, so only small fixes are necessary. Each has only few elements - for example Google map and 2 text divs, or image div and button on bottom. Only thing that matters is that I need screens to be shown on most mobile devices non-scrollable. contents are fixed, and now on some devices it is shown correctly but on some content becomes bigger than screen size and some parts are not visible until scroll down, and I want it all to be shown without scroll, so only thing that is needed is to check all files and make fix to css. Also one page is to be created dummy - fixed top and fixed bottom and between scrollable content - also needs to be responsible for most mobile devices. My budget is 45$.
