Custom intro page for open cart website

Hello, We need customized intro page for (open cart ) website. Website didn't launched yet. 1)This page must have 16-18 links to be selected by user before they will be able to reach the main website ( one of subdomains ) home page. These links should be set exactly on places where you will see on this image(ready made image will be provided to selected professional only). 2)All those links should be click able and be able to revert color (when mouse on) to color code 0000ff. 3)This page should be responsive. In case image we provided need to be improved ,then selected professional will get some part of that image to implementing it by his/her own power into this page to have similar look to our predesigned image. 4) Would be nice if you will be able provide an invoice. 5) We prefer to hire professional (not a company or manager) who will work on it by his/her own power. We would like to get job done with opportunity to us to see this page from back door and set URL's for each link by our own power............and with your instruction how to replace existing page with new one using our control panel.
