Create Parallex Scrolling Website with Video Background Effect

Hi all, I'm looking for an experienced freelancer who have successfully delivered Wordpress themed Parallex Scrolling Websites with Video Background effect. 1. Should come with a CMS at the backend for content updating. 2. Freelancer to look through attached document and reply with answers prior to project awardment. 3. Freelancer to upload and install website on either Amazon Web Services or Azure and their appropriate services to achieve the best traffic scaling vs monthly cost incurred. You should have lots of experience in this area to advise us as consultant. 4. Website should be responsive to different device types (desktops, handphones and tablets). 5. Domain name will be provided. 6. Freelancer to propose appropriate AWS or Azure environment and costs involved for various parts needed to host website. Delivery in 5 days. Total Project cost US$ 250 inclusive of fees & charges. Payment Milestones : Phase 1 - 50% milestone (US$ 125) created and released upon Website completion and files delivery to me. Phase 2 - Remaining 50% milestone (US$ 125) to be created after Phase 1 only, and released after freelancer completes uploading to cloud platform and completes UAT stress testing, ensures smooth working of website and its functionalities. Allowance for 2 x changes during Phase 1 customization.
