Inter-active Motor speed controller

Using Arduino uno. I/O requirements. 10 inputs, Digital variables named 1-10. One input speed sensor. Speed to be displayed via I2C lcd display. One output PWM driving a DC motor. Initial state. When power switches on: Output speed is Zero % All inputs should be read at 100ms second intervals and maintain that status for 200ms. This secondary condition is used to trigger to ramp up and ramp down I want to minimise random triggers. Function. When any of inputs 4,5,6 is true, ramp speed output to 3% with a configurable ramp time. This is a basic steady state. If there is no input active for 1 minute ramp down to zero speed. If input 7 is true increase speed with 2% with configurable ramp. If input 7 is not true during the ramp up period, stop the ramp and hold the present speed. If input 7 is true during ramp wait for ramp to complete and retrigger ramp. NB. This functionality to be common for all conditions on speed ramp up and down. If input 7 and 8 is made use the speed reference of 8% with configurable ramp. If during the ramp up only input 7 is true and 8 is false stop the ramp and give the ramp back to input 7 2% If input 7 and 8 and 9 is made use the speed reference of 12% with configurable ramp. If during the ramp up only input 8 and 9 is seen stop the ramp and give the ramp back to input of 7 and 8 at 8 % If input 7 and 8 and 9 and 10, or only 8 and 9 and 10 is made use the speed reference of 15% with configurable ramp. If during the ramp up only input 8 and 9 is seen stop the ramp and give the ramp back to input of previous speed reference In essence I want to allow the motor accelerate and deaccelerate in a controlled fashion. Next: If input 3 is made decrease speed with 2% with configurable ramp. If input 3 and 2 is made decrease speed with 8 % with configurable ramp. If input 3 and 2 and 1 is made decrease speed with 15% with configurable ramp. Repeat the same as acceleration that when input 2 and 3 is on and ramping down and input 2 dissappears lock the ramp down to input 3's speed %. Repeat the same for when 3 and 2 and 1 is on and when 1 iss iff lock back to ramp of 2%.
