simple website no database no animation but neat

hi there i want to create 1 simple website without any database. it's simple and will have least possible animation only 1 banner (simple jpeg image with small icon). it will be about 15 pages. i will provide you the content. i want neat and excellent structure for web site. i have very good idea about what i need and it is really simple,it is matter of few hours for a guy who has real expertise in it.
