What i'm assuming you need is a fully functioning website - primarily a large google map with the ability to upload places where users could view, rate stores / shops. In administration I could build the facility to allow you to add locations. For the user end, user's whom have a store could upload it in a unified map. I could configure that based upon location - the map will display in that area upon first load.. I'd also build the facility where user's could search by ZIP code, city / state. We have built sites that worked as follows: 1) advertisers could enter their information, including their address on a Google Map form element; 2) site users could then view a Google Map that displayed the locations of advertisers on the maps with appropriate labels. The Google Map is resizable, scrollable, etc just as it is when a search is done on Google itself.
