Make a freelancing website for doorstep home care services

Website Features: - Logo design and styling of website as needed, and seo friendly. - Member registration(service professionals and end clients). - Member account verification system, with system upload identity docs, with option to approve account/reject/hold for further verification. - Mobile no verification of members. - Service professionals can set hourly fixed rate. - Clients can post job. (i.e. need a nurse for 5 hours to take care of my grand mom and further description) - Set a milestone amount to be paid. - Clients can choose service professionals and assign jobs to them directly(i.e. through public and private listing.). - To start with 1 city and multiple localities, with option to add more cities and localities latter. - To start with 1 category (i.e. home care), with option of adding more categories and sub category. - Payment gateway integration. - Review system, and testimonial system for members. - Paid listing feature for jobs and members. Note: Use of open source cms script with required plugins is also fine as long as features are implemented. Working with a small budget hence prefer choosing good freelance with lower bids.
