Hello I'm an expert in website optimization. Making your website static will only solve the "Improve Server Response Time" issue. You will only have a small boost and will still have issues. Also this can be done with a cache plugin but if the response time is caused by your host there is nothing you can do apart from changing your host (generaly it's caused by a bloated wordpress installation with problematic plugins). Also do you realize that you will not be able to update your website within the wordpress admin ? This can be done also with and additional build step but this take more time to develop. In this bid I consider that you want only a "one time" static build of your website. I will do it using all the latest optimization techniques to make your google speed score at less 95 (I already succeed to obtain 100 and generally I obtain 98/99 for static website). This score can be a little bit lower depending of your host, it s response time and if we have the right to change the caching parameters.
