If you want someone who has knowledge of what the U.S Govt. and the NHTSA is capable of, please hand do not give this project to someone who doesn't know about front impact, side impact, roll over safety and small offset impact and how it affects the occupants.

I have first hand experience designing seating for transit! Hello, my name is Chris Faber, and I would love to help you design a car seat. I worked with a team to create a over head rail system for the University of Louisiana. I was put in charge of the interior and seating design of the project. I faced many problems, but my biggest was designing a seat that allowed for more room in the cabin. This required me to make a seating design for the cabin. I researched many possibilities, as well as guidelines that must be met in my design from the FDA.
