Need Google local optimization

We have a client in the real estate rental category that needs Google local optimization, meaning they need better placement in Google local only. I am not looking for better organic results. Google has recently changed Google local place pages to Google + pages. You can no longer get to their Google local place page as it redirects to Google +. We are looking for company that is familiar with this new Google local change and that knows how to achieve better Google local placement, This client is picky so if the work being done is not top quality or shady or against Google Spam guidelines in anyway THEY WILL NOT PAY. This project is to get better Google local placement. I am not looking for links coming from sites that were created purposely for linking, for the ones who do this I think you know what I mean. So please do not bother wasting my time with this type of offers. Bidder must have good knowledge of the new change that Google has done with Google local.
