Specify and develop IP phones provisioning server, Java and Angular

This job description is quite long, but I will wait for proposals at least 5 days before selecting them, so please take your time to read it thoroughly. We are a team of enthusiastic passionates, but we are very demanding when it comes to quality and perfection, too. For this reason I don't feel comfortable posting this job which is not specified in details. On the other hand I decided to post it, because if you have experience in IP Phones provisioning development, most of the specification would be obvious for you. That will save time and allow you to begin sooner. Please refer to this issue in your proposal, telling me what is your experience and if you need any more details from me. We need a specification anyway, so the job is to define a specification first and then to develop according to it. The IP Phone provisioning server will be then integrated into our IP Phone system. I'd like my team here to be able to maintain it later by themselves. I will deliver you some source code examples, code formatting, recommended libraries, frameworks, documenting guidelines and UI examples. You will be allowed to recommend other approach. I can discuss it with you each time you have a different idea. The IP Phones Provisionigng Server will have to run on Java on ARM Cortex A7 and A9 processors. I can make such host available for you for testing over the Internet. Please state in your proposal if you would need it. If you don't have experience with Java on ARM or you are not sure, please ask me in the proposal. It's not any disadvantage of the proposal, I just don't want to put it all here. You can use any third party libraries as long as their license allows for it and as long as they meet the quality requirements of this job. The first milestone would be a well defined specification. We would work on it together until it's defined precisely enough to begin development. Would you like to define any more milestones? I yes, please just state it in your proposal and we can discuss it. Deliverables, what I would like to get at the end of the job: - clear, well structured, well commented source code, - any other docs necessary to understand and use the source code. - copyrights to all the used and resulting Intellectual Property. If are going to use any third party libraries or tools, please point me to their license before using them. If possible, I would like this job to be finished by the end of September. The earlier, the better, we could begin a next job then. There are many in the pipeline, but I'm not able to handle too many at the same time.
