Update Safari, Chrome and Firefox extensions to check against REST API\'s

Thank you for looking at our project. We are looking for someone to update our three simple web browser extensions. We currently have basic extensions created for Safari, Firefox and Chrome, and we have a Chrome extension created twice, once for Windows systems hosted in the Google Chrome store, and a self hosted version for OS X Chrome. This however will need to be changed and we’ll host the edited Chrome extension for both platforms on the store (but push out the update to existing Mac users too) as Google plan to enforce the same restrictions in OS X shortly.
As mentioned our extensions are created and work fine, but are very basic at the moment, we need to mature the code to do the following things.
The extensions exist to monetize visits from the end user to sites which support it via Viglinks and/or Skimlinks.
The extension should work in the background, un-obtrusive to the end users browsing experience, invisibly and should...
Check all URLs the browser loads (either via direct entry, in page links, from email, or anywhere else etc) via the Viglink REST API
If matched the Viglink REST API returns an affiliated link the browser will load, if not it will return an unaltered link.
If the link is changed, the page should load, if its unaltered the link should also be checked against Skimlinks API (if possible) as a backup in the same way. Skimlinks have other merchants Viglink don’t support and specifically for us eBay and Amazon.
Again, if matched, an affiliated link will load, if not the user visits the original link they opened.
Additionally If any there is any Skimlinks or Viglinks javascript code embedded on a website, remove it and/or over write their tracking with our own.
All web links should be re-affiliated with our own code UNLESS the end user tracks a link manually via Quidco or [login to view URL] cash sites in the UK - there needs to be an exception to leave visits via these sites unaltered (in other words, if the users wants to manually receive cash back from a purchase they can, if they don’t track via these sites, we’ll receive any available commission instead)
The extension should not alter any visible links within pages, it should all work in the background unknown to the user when an address is loaded in the browser address bar - there also needs to be a fail safe (if its not built into the REST Api’s already?) so that if either Viglinks or Skimlinks are down the user’s web browsing experience again, is not affected.

Would prefer applicant to have experience with the above APIs or if not at least other REST API systems and browser extensions and to fully understand what the extensions set out to achieve.
We will provide our current extensions to be updated in unpacked format. We have an Apple developer account to sign the Safari extension. We will need assistance to make sure the extension changes auto update to current users based up on the update code we have in place already.
Finally the extensions should be made to be expanded in future - and if the above doesn’t work from the start, to add code specifically for Amazon and eBay with private affiliate accounts.
