Write an iPhone, android, blackberry - gps locations

We are looking for someone to create an easy to use and quick to access app for the volunteer fire services. Objective: anytime the app is on it transmits the gps location (long/lad) back to our MySQL database. We then can plot this on a map. We want to know how far away our firefighters are so we can gage if we should take the truck or wait. There will be a few data elements that will be sent back to the database so we know who it is. We are thinking of every 10 seconds for a max of 10 min. We need to maintain privacy so the app gps will stop transmitting automatically after that The second part of this app, the app will auto call. 1800 number that is programmed into the app We already have a system that is setup to capture that call, and put there name on a screen in the firehall. People use this now, I just though it would be nice to bundle them to make it a quick and easy step We need this to work for iPhone, android, blackberry, and maybe windows phone? We need someone to handle the setup of thinks, we would like to have this done ASAP even if it's just starting with iPhones and androids Will need your guidance - we are web developers - and just don't have time to learn app development at this time.
