IPhone Blacklist App that is similar to my Android Blacklist App

First, please excuse the price range since I have learned that most freelancers neglect to read my project and just submit the upper bound. Please read the project and submit a realistic price. Secondly, I will not accept any message that is a cut and paste resume: I would like to know if such an idea is feasible and how easy it is to implement/what it would require. If you just submit a resume, I will ignore your message entirely, I would like someone to write an IPHONE APP similar to my Android App. This app will read off a google firebase containing a list of phone numbers. Any number that has the app installed will receive a warning message when it receives a call or sms from the number. So in effect, this is a mass blacklister for a group of people (200 people who need not know each other). Spanish Speakers preferred.
