I’ve read your project description and can see that you are looking to create a database consisting of different tables either saved in the database or entered by the customer or user and to established relationships & conditions to ensure correct output.

Forms and Reports designing, SQL, VBA and particular skill in integrated Microsoft Office solutions based upon automation of Excel, Word, and Outlook.

Additionally, as your requirements, I can do the following….
I can make it so it can be used in a Multi-user environment ( With different access level for each user. ) with log-in dialog.
I offer you the access application with very user-friendly forms having functionalities like auto-filling easy data selection through dropdowns, Search and filter data, Validation rules etc...
I can make printable reports with the ability to export data to Word, Excel, PDF etc.
