Adobe Livecycle Expert Needed

I'm looking for a self motivated designer with excellent communication skills that will provide a quality service and has the knowledge to recreate word forms into Adobe Livecycle. I will need the ability to sign all forms via Surface Pro, without creating a signature profile. Also, the form will need to have the ability to add a Timesheet with a press of a button. These 2 tasks are a must have and if you are not able to complete please don't waste my time. There are other details needed and will be discussed later. I have attached a form that was dragged out by a designer for months as they were unable to figure everything out. You will see some of the other tasks i need completed in this form. I will have approximately 10 forms but will start with the ones below. There is a timeline on the completion of these forms that will be discussed before awarding the job.
