Hi I went through your document i have the following questions 1- Is there any data entry screens or it will be all managed from the excel import feature? 2- What about the user login data (username & passwords) will this be also imported from the excel file? 3- What if the excel has the same data changed or some records removed, will the system automatically remove the old data and update the changed data or what? 4- is there a screen to add more admins or this will be imported? I am offering to do this project using the following technologies 1- SQL Serve to store the data and uploaded PDF and Images 2- Entity Framework for managing the data access 3- MVC 5 for the Use Interface Layer 4- Bookstrap and JQuery to manage the UI Interaction The site will be designed to be responsive in order to work on most browsers and devices, but there will be no mobile app. I can also do it using Azure, and use SQL Azure to host the database and Azure Web Sites to host the application, the images and PDF in this case will be stored on Azure Blob Storage

i see this project build on SQL- database because you need role system , simple bootstrap design which will be easy for understand and CakePHP as back-end php framework. If you don't insist i would recommend you node.js as back-end cause it's good for creating API. I have already built role-based system if you would like i will show a part and how it would looks like
