Global Map script using "members" showing up on the map.

I am looking for a global map script that will work like this: When a member signs up on the site, the address they used will be recognized in the databse and a list is formed when a user clicks on a place on the map to show the number of members there and the members names show as well. Also, it needs a search function for members to search other members in that country or place on the map. the map only needs to show other countries and in the USA, it needs to show all states. I am sure one of you other developers here has something of this nature and if you do please show me a sample or one you have written for another site. I will not accept company profiles, they will be ignored. I am looking for someone that has already made something like this. It can be in flash with a action script and db behind it or using java or php with java. Thsi must use MySQL as a db for the members. NEED THIS ASAP! Thanks and good luck!
