PHP script to control timed availability of downloads(repost)

I would like a server side script which will control the frequency with which a user may download a file. The files will be located within a password protected folder on a linux server. There will exist a MySQL database containing user names and passwords. The script must control how many files and how frequently the currently logged in user may download in a particular class or group. Example, the user may see a list of files in "Group A" and they may be allowed to download one new file each period from that group. Once they have selected a new file for a particular time period, they can download that file as many times as they wish, and it will be permanently available for downloads. In the next period, they may select a second file from that group, and it will become available. The script must allow multiple groups along with a variety of time periods, such as daily, weekly, monthly, annually, and differnent quantities for each time period. Simple example ... one from column A, two from column B, etc. Please provide an installation script and an administration interface where groups can be specified and files identified with each group, and where quantity and time periods can be specified. Additional refinements of these specifications may be negotiated during the term of the project. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Linux Server
