Mechanical Turk - Create HIT with Qualification Requirement

I conducted a survey on Mechanical Turk 6 months ago, and I would like to conduct a follow-up survey. I'm seeking someone who is familiar with using Mechanical Turk API to complete the following on my behalf : 1) Assign qualifications (using the AssignQualification function below) to a list of Worker ID's that I can provide in Excel. 2) Create a HIT. I can send you a structure I made for this using Mturks web interface, but I'd like to add a qualification requirement that is only avialble in API, and which only allows Workers to whom I've assigned qualifications. 3) I'd also like to notify workers that the HIT is available to them. Here are notes from Mechanical Turk API Developers' Guide: Assigning Qualifications Without Requests: If you have a prior relationship with a Worker, such as if the Worker has submitted results for your HITs in the past, and you know the Worker's ID, you can assign a Qualification directly to the Worker without the Worker first making a request. [AssignQualification][1] gives a Worker a Qualification, and can send an e-mail message to the Worker saying that the Qualification was assigned. You can also tell Amazon Mechanical Turk to not send an e-mail message, and just assign the Qualification.
