Website design - tell me how they did it

I am trying to work out the (1) budget, (2) time required and (3) skills required for a website build, and I need a website expert to explain to me how this webpage is built and the how the database behind it works. I don't work in the internet industry, so try and make it as simple as you can for me. The webpage is at this link - [login to view URL] I really like the way the page ranks the best movies of all time as judged by users via a star ranking system. There is obviously a database behind this which continually updates the website. I have an idea which is not in the movie industry and would like to use a similar ranking system, so it doesn't have to be exactly like this if you know a better way. I would like to add the content myself and have users rate it. So at this stage, I need is someone to outline the steps and associated costs before I commission a website build. Other requirements would be: (1) How much extra it would cost to make it mobile and browser friendly. (2) Are there any limitations on particular scripting languages like PHP, html, Mysql, etc (3) Is there anything else, I should be aware of that could cost a lot of money here.
