I need a web based program to send multiple sms text messages to various groups of people from ALL cell phone service providers in North America (optional worldwide). The backend ( admin) of the program has to allow to create individual accounts, groups, suspend, change, and delete accounts or groups. It needs to automatically import the vital information of each sms receiver (group name, cell phone #) from a mysql database.
The information (text messages) to be sent thru the sms program above has to be extracted (and formatted) from an xml feed.
Example:
The program receives information from the xml feed. Depending on the criteria (about 8) applied to the feed the program takes the respective text part of the feed and sends it to a specified group of receivers (cell phone numbers)

I received many questions about the program requirements I hope this draft covers most of the answers (for now):
Someone visits the website, likes the products, signs up (account), picks a product and pays online using CC, PayPal or Neteller. Up to this point it could be a regular ecommerce solution (like oscommerce?).
Once a product is paid, the cell phone number (from the new account) has to go into a specific group folder of the sms program (kinda a folder structure as in msn messenger).
The final step is to constantly read from an xml feed and depending on met criteria (must be able to define unlimited searches for text strings!) to send the formatted text (max 150 letters to meet phone company requirements) to a specific group (thousands of cell phones) of the sms program.
The system will send out thousands of messages per day.
Therefore I need a programmer who finds a _cheap_ way to send out text messages to the US and Canada. There’s programs available like <[login to view URL]> , BUT they are stand alone Ap’s for the desktop. This is NOT an option.
The web design is NOT important at this point. The whole program has to sit on a server and be manageable over the web. I really like the oscommerce solution in this respect.
