Build a tipster website

Looking for someone whom had similar experience in building a tipster website. Focusing on soccer / football. Function of the system : 1) to allow multiple user to place their tips here while keeping track on their winning / losing record. Odds, handicap and which upcoming matching to be fetched from 1 source only. Only 1 screen / url for each match, so which user that first posted the tips, will be the main and the only post available. Other users that wanted to post tips from that same match, can only que on bottom (refer to the sample url below) 2) Nice and neat interface 3) keeping the record on each of the matches ends. The record is to keep track as previous matches result from the website (so that user can always review back the previous matches record) as well as see if the tips posted will win the match or not. For the fetching, it may require a cron job or any other fetching method available. 4) simple calculation on example monthly top tipster shown on the site, so that admin can reward them with some rewards / etc. How the winning percentage to be calculated, See this url as sample ([login to view URL]) * add on, refer to #5 5) As add on bonus if possible, do a simple competition for the tipster as well. User can place their tips here in the website AS WELL AS, user can post their betting game on this site too. On registered user, site will allocate some game points / money to them and they can place their bet accordingly here. Winning on odds / handicap to be calculated automatically by system as well and result / report can be shown on who are the top winning tipster too. (refer #4 on how other site calculate and rank their top tipster game. Similar job alike ([login to view URL]) which can cover few function like from the left side tab.... (Tip overview, User statistics, Odds comparison, Related tips, Lineup and standings, Match statistics) If you have more idea and good one, you can post as well.
