You require downloading around ~8000 ticker symbols from the Yahoo Finance API into a database. This is similar to a project I have implemented at the end of 2014 using the Yahoo CSV API which does not have a through put limit. The previous project was implemented in Perl and the database was hosted on hostgator.com. I am confident to setup a process for you in the time allocated. However, please expect the duration to download all data may exceed your allowed time and also any customisations for special handling, such as a) handling of DEAD ticker symbols b) handling of splits and reverse splits c) merging of symbol data across exchanges d) merging with other data sources or different yahoo api's e) the database host is sufficiently fast may delay the processing.
