Create a Wordpress Template

I need help setting up a wordpress website that is .com, not .wordpress.com. I also need help setting up a directory. Don't know which plug in to use. Also need help setting up.a directory where you click on the participating businesses page. That takes you to a hidden page that lists cities within that state. Click on a city and that takes you to a hidden page that lists business categories. Click on a business category and that takes you to a list of businesses in that state, city and category. I need to be able to add businesses easily to the directory.
