Create a very simple single page website and show a google map with some POIs

For my customer I need a very simple website which shows a big google map. The map should show some points representing the building projects they have realized at this locations. Please check out the attached excel file with the data. The application should also support some simple filtering. Perhaps you show the list of projects next to the map. Now the user can filter the list (e.g by project name or by date) and the map shows only the remaining projects on the map. The project data will be stored in a mysql database. I need also a way to edit the data. Editing the data must be password protected (one simple password for admin is enough). For the location the admin must be able to place a pin on a map. I will give you ftp access to my hosted php server and to my mysql database. In your bid please describe which javascript frameworks you will need and how your GUI will look like.
