Develop Data driven animation

HumLife360 is a startup focussed on end-end Diabetes self-management with special emphasis on India. We need to have animations of flowers of various sizes running on a tablet. The size and color of the flowers depends of the values coming from a Mysql database. The animations, design and objects are ready. We need to integrate these with the database values. I have attached a sample of the data in an excel spreadsheet. The animation has to be triggered off by a click/button and must run in a browser (typically Mozilla Firefox). The tablet will be android. We need a developer who can grasp concepts and take them to implementation. Our rate is lower than market rate, but our project will start with part time work and will be long term.
