D3.JS Expert Needed

I will provide a JSON file that contains the U and V directional components of wind for the globe with latitude and longitude information (start, step and spacing). I need a simple d3 page presents this data on the globe using toggle behavior such that: 1) The user can toggle the wind speed on the map using a color overlay. This option includes a color bar indicating the wind speed/color relationship 2) The user can toggle black isolines showing wind speeds that are labeled every 5 MPH or 3m/s. Isolines must scale with zooming in and out of the map. 3) The user can toggle SVG black vectors that indicate wind direction and speed. This option includes a scale vector that indicates the relationship between the length of vector and wind speed. Vectors must scale with zooming in and out of the map. 4) The user can toggle SVG black wind barbs that indicate wind direction and speed. Vectors must scale with zooming in and out of the map. This work must be completed with minimal external libraries beyond d3. The goal is only necessary code, in the simplest form possible to complete the objectives. Data JSON (provided) contains data at 1/2 degree spacing. Wind speed is calculated by (U^2 * V^2)^0.5 Deliverables are: All JSON (if altered) All code required to run.
