Re-Write Web Page

For some reason, my [login to view URL] page is causing a heavy load on my server. My site .php coding is very old and I need a good freelancer to re-write this web page in a way not to cause a heavy load on my server. But, I still want the [login to view URL] page to work, do the same job is doing now. Please see the attached 2 files before placing a bid. Be sure you can do the job before bidding. Both pages ([login to view URL] and [login to view URL] work together). My site is a paid to signup website (people get paid for signing up at my advertisers' websites).
