Build a web application

Project: Download a set of files once a month from a government website. Requirements: Web hosting I need to know what kind of web hosting to complete this project. Import Interface Users will be able to keep track of multiple list. They should be able to add a list of employees, Physicians; volunteers (Allow the user to customize this to their needs). They will also need to be able to upload multiple types of files (csv, xlsx, xls). They will need to be mapping interface. The import process needs to be easy to add and remove fields from the table if the government were to change the database files. (Needs to be well documented with comments) Admin Interface I need to be able to create lists on upload files for users. Have easy access to all the files from the admin interface. I will also need to be able to turn on and off access from the admin interface. Allow users to reset their password through an automated process. Downloading the file Download and import if the file changes. When the file changes I need an automatic script to run the query to compare everything client lists against the downloaded file and send out email to each client with the results. Reporting We will pdf and excel format of the report and allow users to download their reports at anytime from the portal site. Logging I need to log when the client submitted the files and when the results were mailed out to the client. Email an error report if an email isn’t sent out. Error if the file isn’t download from the remote website. Manually Scanning Clients should be able to run scan at any time.
