I can build this for you on WordPress with multiple plugins, the majority of them at no cost. The purchasing the points, that might require an extra cost as when I got to this stage it was tricky. In 2016 I developed a web application on top of the WordPress Framework which had a membership/points/affiliation/advertising system all built in, also mobile responsiveness.
