Hello. I'm originally from the US but have been living in Germany the last 8 years - just in case the German flag threw you off. Now, the project you're describing sounds interesting and very doable - and I already have some ideas on how to improve the process. Now if I earn the project, I would do it as a web application, most likely to be run on an intranet or a secure internet site (for security reasons). Now you said you'd only consider applicants who can show examples of something similar they have done. I actually have 2 years experience developing administrative web software for universities. There were many functions where the user could upload spreadsheets to import data, including image and other binary data. And image manipulation (automatic or manual) is a pretty standard thing these days and I've done it often enough. I've also done a lot with producing bar or QR codes on the fly and even exporting reports as PDF documents and the like. However, I cannot give you access to these university systems I've done due to security reasons, and because I haven't actively been working on them for a few years I no longer have access to go in and make a screenshot or anything, so you'll just have to take my word for now, I guess.
