Need an AWS Expert to handle AWS tasks for my website.

I have a small social networking startup. I need a team who is :
1) excellent with AWS hosting, Extreme hands on desired on RDS/Memcache, EC2 of course.
2) very good with Laravel / PHP / MySQL.
3) good with GIT
My work that needs to be done :
Implement memcache to improve load speed of the dashboard , implement emails/SES so that I can use those emails officially, shift latest database from live website to staging website and understand what other AWS services might be useful for me.
Fix any issues that arise from this. Can require changes in my PHP / Laravel code.
I will give you the link of the website and access details when you ask for it.
You should be able to tell me exactly how to implement which service (RDS/Memcache/SES) and cost estimates of my answers to AWS. You may need to change code at some places in my Laravel written web-app to modify a few parameters.
There will be more issues that will come up later and I will need your help at irregular intervals, so I am looking for a team I can work with in a healthy collaborative relationship.
