PHP Website Project

I have an existing website that is php. One part of it is php/mysql. I am currently using txt files to display the content of each page. I find this to be very hard to maintain. I would like to be able to generate content pages on the fly for easier website maintenance within a admin panel on the backend. I would also like to be able to maintain my polls and links from the backend web admin panel also. I need to also be able to send out a monthly HTML enabled newsletter to my newsletter subscribers. I need to update the front page article from the admin panel as well. I also would like to be able to update the Bullrider Of The Month from the admin panel. I need a picture gallery that I can update from the admin panel. I also need the following pages to be backed with a database. Representatives Sponsors Links Poetry Terminology Training Manual Practice Pens Stock Contractors Stock Lists Past World Champs Local Rodeos TV Schedules I am looking for a custom made solution. I’m not looking for a pre-made script such as post-nuke, phpnuke, phpwebsite or any others like that. I want this to be coded from scratch. I want to be the only one that has this script since it is custom made to my specs. I will probably add more options later but that is all for now. I hope I have been very descriptive during the writing of this description.
