I've done many Tesseract -based OCR projects. As you may know tesseract can definitely be made to do what you want (XML output with the OCRed text - AND the positions of the text can be placed in the output, too). I can deliver this in linux (preferred), as either a command line script, or with a simple GUI (gtkdialog etc - depending on your linux). Or we can do that in Windows with various different interfaces (command line, win-form, etc). I've done tesseract OCR projects on both linux and windows. In fact, I keep one (html-based tesseract OCR interface) running on my own server and for kicks and demos, and I just ran a typical cash-register receipt through it ... I can set something line that up on a server for you too, if that interface (http web app) does it for you. What operating system does this need to run on? :-)
