Build a Simple Program

This program has to be functional on MacOS High Sierra. This program will simply report if someone was skipped for overtime based on user inputs and some automation. Variables we will be using +Name [Last, First Middle Initial] +Pay Level [1-11] +Seniority Date [MM-DD-YYYY] +Pieces of Equipment [Custodial, AFCS, AFSM, APPS, ATS, ATU, DBCS, DIOSS, FSS, LCREM, MERLIN, RCS] +Days off [Friday Night for Saturday, Saturday Night for Sunday, Sunday Night for Monday, Monday Night for Tuesday, Tuesday Night for Wednesday, Wednesday Night for Thursday, Thursday Night for Friday] +2/4 Hours [If they signed before/after tour overtime desired list] +Drop Day [If they signed the drop day over time desired list] The way overtime is supposed to be distributed is a rotation begging with the senior most qualified personal and if they are on the list. This information should generate two separate reports one for "Drop Days" and one for "2/4 Hours". There is 5 circumstances it is okay to skip somebody, if they call out, it is an overtime day for them already, they were offered overtime and rejected it, it is their day off or they left early. I need to be able to add/remove people from this list, add/remove qualifiers and change their days off. I also need to be able to input if they stayed for overtime or the circumstance of why they were skipped and it was acceptable otherwise the program should point out that this person was skipped. Seniority > Qualifiers (equipment) then rotated in that cycle, if someone comes up in two list at the same time they can only stay for one of the pieces of equipment.
