I need a programmer!

Hello, I have a customer who needs a programmer to develop some software. The project will be helping automate his current process for his business. His customers pay monthly for his service and provide him with login information. This is can be stored how ever needed such as a notepad file. He then takes that information, opens one of his virtual machines, (Each VM will run about 300 instances of this program.) runs a new instance of his program and enters customer information in. My customer needs someone who can write a program that will take the customers information from a file, then goes into a virtual machine, starts an instance of his program, enters customer information in and starts the task. Pay will vary of course based on what else can be done. For example anyway someone could further automate his process the more he would pay. Changing VM based on which VM's are not under much load. Stopping the task when a customer no longer pays their monthly subscription. He spends too much time a day manually doing this which could be automated.
