Hi, I'm an undergraduate at the University of Colombo. I have experience in both raspberry pi and linux. I can give you a software or script designed according to your requirements. But for testing purposes, I need to buy a raspberry pi 3 (because mine is not working). Hi I can do this job with my n friend. We are working on 200 Rpi 3 - 200 D0 Nano Fpga - 20 dsp - 20 windows server and they all communicating each other. When the power is fail and system restarted, they download the last uploaded file form system. Then autostart program and connect each other again. But we are new on freelancer. I hope that this project will be us. So this project is not difficult for us. Also you will not use a hdmi output and any gpio control. So the power usage will be good for you .

Dear future emoployer, :) I work full time job as a Internet of Things engineer for over a year now. I am in charge of quick prototyping using RPI. I have done proffessional development of the RFID system. The sysem was powered through the solar panels, and power optimisation of the RPI was preformed. Moreover if system restarted the RPI automaticly started all services on bootup. Also, if one of the service went down, RPI will start it imidiatly. I did not had opporinity to show my skills on freelancer, thats why I am willing to do this project for 50$.
