Artificial Intelligence software for specific data extraction and compiling

We're spending a lot of resources today hiring outsourcing services. Mainly data extraction from the web. We work with company information and would like to expand to other markets as well but it is really hard to grow without automating the process. Therefore we would need to find a talented expert in Artificial Intelligence software development who could create a first version of the program for us. This first version should basically be able to find accurate information about certain people within a company's organization such as the persons email, phone no. etc. This is a challenging task and AI is required since we tried to create a java program for this without success. That program was able to give us some success but the error margin was too great in order for us to be able to use it. As you know the web is filled with data... one can find the persons contact information on sites such as google, linkedin, facebook, company websites etc. but also in job listings, white papers, PDF files and other sources on the web.
