Seems like a very cool app. I have been using the Unity Engine for 3 years and can definitely help out with this project. Would you like your game to be exactly the same type of layout as the Plague game or will you want it to model the concept shown? We can create the user interface art quite easily in Blender and photoshop then implement it into unity. The code should be straight forward turning countries red if they are infected.
