Display html file from resource >> Form

I require an htm file placed in the resource section of Visual Studio and opening a form and having the contents from that htm file display in the form. This is also offline, so no placing the webbrowser control and trying to link to a webpage on the internet. I know this job is small and cheap but if you can help me out I will certainly keep coming back to you for more assistance and paying you as well. I also require that all coding has documentation as well. I use Visual Studio 2015. Please do not post proposals with a copy/paste since you will be ignored and you failed to read this post. Nothing worse than getting proposals with website links that have nothing to do with what I am looking for. Please do not add me to Skype. Thank you
