Small Windows Application/Service

Hello, I need a small windows application or service built which will monitor certain files and install a program along with it. I will need you to deliver a working .exe file, bug free and completely tested satisfying the specifications that I will provide to the interested programmers. Please note that I need this done urgently, and I cannot make my client wait. So please bid and request further information only if you are completely confident that you will be able to deliver as soon as possible (preferably within 5-10 hours). Please try to keep the bids low as this is not a big project, but please be assured that I will have more work for the right programmer. Thank you for your interest.
