Automate insertion of Task comments via Speech to Text (with Google API)

I need a windows form application (a class library, may be) which will be running on a server. The main agenda will be: 1) The user will request the exe (via some API) with a voice command e.g. Enter my hours. 2) On Successful speech understanding, the exe will return "Continue, Your taskID please" 3) The user will say his task ID, example, 111 4) The exe will say, "OK, please tell your comments for Task ID 111, (after authenticating that there is a task ID 111 from the database) 5) The user will add his comments "I have completed my task with bla bla bla..." 6) The exe will capture this and will send a request of what is has heard of for user confirmation saying the text the user has said and with a confirmation. Eg. "I have completed my task..... Do you wish to change OR continue to log this" 7) The user may change it now (will take it to step 6 again) OR can just say YES to continue 8) On saying YES, the exe will return,"How many hours do you want to log" 9) The user will say a command "8" or "8 hours" 10) The exe will confirm asking "8 hours" with yes and no via speech 11) The user confirms it and hence the hours are logged in the database with comments.
