Hi Ibrahim, I can accomplish what you are trying to do by using C++/CLI (Managed C++) to create a wrapper for the statically compiled C++ .lib you have. This will produce a .NET assembly DLL you can reference in your other .NET programs in order to call the native functions via the wrapper. I look forward to hearing from you soon.
