C# SMS application on Windows

APP MAIN FUNCTIONS: 1) Be able to check/identify custom KEYWORDS inside incoming SMS message and do any of the three (3) actions: a) FORWARD the SMS message, removing/without the keyword, to another mobile number b) PULL SMS message/s from the GSM modem (inbox) attached to the computer, and send the said message/s to the keyword-originating mobile number c) using the SMS message, CREATE A TEXT type file (ex. from XML, JSON, TXT, CSV etc) [also identifying carriage return in the SMS] and save the said file to a user identified folder 2) Be able to CREATE AN SMS message from a text type file (ex. from XML, JSON, TXT, CSV etc) and send it 3) Be able to IDENTIFY/DETECT the number of GSM modems attached to the PC and their IMEI, and identify the number of SIM cards inside the GSM modem and their SIM numbers, and write this info into a text type file 4) Be able to SELECT the appropriate SIM number of the GSM modem and send a message using that number (ex. all SMS messages destined to mobile numbers starting with the numbers 0915xxxxxxx, 0916xxxxxxx, 0917xxxxxxx shall be sent using Globe Network SIM number in the GSM modem) NOTE: - app should be configurable for multiple GSM modems attached to the PC - runs in the windows background / windows service (auto-restarting when not running through a separate tiny monitoring app) - no SMS send/receive limit - i would need the step by step procedure how to install it in a windows OS - i would need all the source code - please allow for 2-3 weeks testing for app fine tuning - upon awarding and acceptance, i can only deposit $30 initially, remaining balance upon successful testing and submission of source code - if the project cannot be completed for some reasons, i would ask for a refund and i will erase all your works in my PC and look for another developer * i would need your sky.p.e account for communication
