Auction Ad Creator

I am looking for an auction ad software to be created. This software WILL NOT AUTOMATICALLY POST TO AN AUCTION SITE. The software I am looking for should do the following: 1- An attractive, easy to use GUI 2- Provide several different page layouts for the user to select from(picture top, text bottom or picture left, text right, ect.)Preferrably I would like the main screen to have these selections. Once selected it would take the user to the screen for creating the ad 3- Once a layout is selected a screen to choose the image(standard window browse button or insert URL of image) and insert text(HTML should be avialable for this text box) I really would like the user to be able to select different fonts, sizes, colors and styles of text. The photo would be resized proportinately to fit in the photo area of the auction ad. 4- Different areas should be available for Description, Shipping, Retail Price(allowed to enter ONLY numeric value as the "$" should appear automatically), Our Price, Auction Terms. This should be laid out in a well organized fashion. 5- A preview, edit, save, delete must be available for all ads created 6- If the image is on the user's local computer it will be uploaded to a folder on my server. The URL is automatically inserted into the code.(Maximum of 15 images comes standard with the software. There should be an option to make a Paypal payment to add more images at 5 cents each/[login to view URL] software will track how many days are left for the extra images and request payment for addtional payment at the end of the 30-day period for extra [login to view URL] payment is not made within a 5-day grace period then images 16-?? will be deleted from server. Any number of images can be purchased at one time. The number of images and disk space required will be tracked by the software locally to prevent any database from having to be created on the server. The program should keep track of what images the user has on the server and since it will be used on several client computers it will ensure that 2 images of the same name doesn't get uploaded. 7- Once the auction ad is complete a "Generate HTML" button.
